Bounty hunters are beings who, for an agreed-upon fee, will track down and capture or kill another being or group of beings. Some bounty hunters are heartless, cold-blooded creatures while others are rather likeable chaps with an unfortunate career, although you are unlikely to find them likeable if you happen to be the one they're after. They also vary widely in skill level; some are able to take on even a Jedi Knight, while others are outmatched even against the lowliest smuggler. Of course, the latter rarely live long in their chosen profession anyway.
