P'Pau'D'P'Pau was an inhabitant of planet Shmul who had a daughter named Ruthless. He deposed the Royal Family and declared himself Grand Overlord and her a princess. From a palace on one continent and a military fortress known as the SkyCity on another, he imposed martial law on the planet. He also stole a crystal known as the Transatron, hoping to use its interdimensional powers to retrieve all the funds of the Interstellar Revenue Decimation Service and make himself the richest man in the Universe. However, Jack T. Ladd infiltrated his fortress and got ahold of the Transatron first, which Narm N'Palm then destroyed with a stray bullet.
